Club Roles - Role Descriptions


Finance Committee

Role Type: Ratified and appointed by Board of Directors

Reports to: Board of Directors

Component:

  • Deputy-President (Chair),
  • Treasurer,
  • Property & Equipment Officer,
  • Assistant Treasurer,
  • other club members appointed by the Board, and
  • President of the Supporters Club (as an observer)

Role:

Deal with matters relating to finance and property and the assets of the Club as well as other items of similar nature referred to it by the Management Committee;

Monitor the Club’s accounts and submit reports to the Board with recommendations;

Regularly review current financial programs and management accounting systems;

In consultation with Directors, Officers and Committees, prepare annual budgets of income and expenditure with recommendations for submission to the Board;

Oversee all fundraising activities of the Club;

Be responsible for the general financial oversight of the Club;


Junior Activities Committee

Role Type: Ratified and appointed by Board of Directors

Reports to: Board of Directors

Component:

  • JAC Chair (Chair),
  • Club Captain,
  • Member Development Officer,
  • Chief Training Officer,
  • Surf Sports Officer,
  • Property & Equipment Officer.
  • Other co-opted club members involved in Junior Activities

Role:

Conduct and co-ordination of all activities relating to Junior Members

Provide Junior members with an educational experience in a wide range of subject and skills within the aquatic / marine environment.

Prepare Junior members for their eventual transition to the marine and patrol environment of the Senior movement

Operate as provided as per “Nipper Handbook 2014-15” (as amended) as the JAC Committee Rules.


LifeSaving Committee

Role Type: Ratified and appointed by Board of Directors

Reports to: Board of Directors

Component:

The Life Saving Committee members are:

  • Club Captain (Chair),
  • Vice-Captain,
  • Chief Training Officer,
  • Member Development Officer,
  • Powercraft Officer,
  • First Aid Officer,
  • Property & Equipment Officer, and
  • selected Patrol Captains and Patrol Vice- Captains

Role:

Select Patrol Captains, Patrol Vice Captains and patrol teams;

Roster members on patrols;

Oversee all lifesaving activities at the Club including patrols, training, proficiencies and examinations;

Be responsible for the conduct of the Patrol Competition between patrol teams within the Club

Formulate policies and plans in regard to all lifesaving activities;

Enforce policies and implement plans of the Board;

Present recommendations to the Operations Group;


Member Development Committee

Role Type: Ratified and appointed by Board of Directors

Reports to: Board of Directors

Component:

  • Member Development Officer (Chair),
  • Club Captain,
  • Chief Training Officer,
  • Surf Sports Officer,
  • JAC Chair

Role:

Enhance membership recruitment and retention and transition, particularly through the age levels of under 14 to under 19 within Surf Life Saving;

Provide educational experiences in a wide range of subjects within Surf Life Saving;

In conjunction with the relevant officers, co-ordinate activities in relation to members of the Club, particularly from ages under 14 through to under 19;

Develop, conduct and co-ordinate the developmental activities including leadership training and associated programs, policies, resources particularly from ages under 14 to under 19;

Pursue issues and activities of benefit to youth within the Club;

Foster recognition of the important role youth plays within Surf Life Saving and the community generally;

Report and make recommendations on policy matters to the Board


Surf Sports Committee

Role Type: Ratified and appointed by Board of Directors

Reports to: Board of Directors

Component:

  • Surf Sports Committee
  • Surf Sports Officer (Chair),
  • Club Captain,
  • JAC Chair,
  • Member Development Officer,
  • Property & Equipment Officer,
  • Club Coaches,
  • Team Managers

Role:

Select teams for all inter and intra Club surf sports competitions. Such selections shall be final and binding;

Coordinate the Club Championships;

Encourage all members of the Club to become involved in surf sports competition;

Conduct courses of instruction, coaching clinics, conferences and seminars with all Club competitors to maintain the standards of such competitors;

Coordinate a carnival program each year to serve the total membership of the Club;

Ensure that all members nominated for competition have performed the minimum patrol and qualification requirements for their competition;


Deputy President

Role Type: Voluntary

Member of: Current Board of Directors

Role:

a)         Assist the President and shall deputise for him in his absence,

b)         Member of the Board, Executive and Operations Group

c)         Carry out special assignments as directed by the President or the Board;

d)         Attend meetings of the Supporters Club and other Affiliated bodies and report to the Board

e)         Chair and attend meetings of nominated committees

f)          Report to each Board meeting on the conduct of their responsibilities


Director

Role Type: Voluntary

Member of: Current Board of Directors

Terminology: “Director” means a director elected under section 29 of the Club Constitution.

Role:

a)        Will attend and participate in meetings of the Board and act in the best interests of the Club while avoiding any conflicts of interest,.

b)         May hold other elected or appointed positions in the Club.

c)         May be appointed to chair or membership of Club Committees

d)        Will have unfettered access to the records of the Club for the purposes of fulfilling their duties


First Aid Officer

Role Type: Voluntary

Member of: Life Saving Committee

Role:

Must possess a current SLSA First Aid Award,

Responsible for

a)         Fostering high standards for first aid treatment

b)        Liaison with other accredited First Aid organisations e.g. Queensland Ambulance Service, St. Johns and Red Cross;

c)        Maintaining adequate stocks of approved first aid material and equipment;

d)        Maintaining the first aid room in a clean and orderly condition and for the purpose, may, with the approval of the Captain, call on the services of any member;

e)        organising and arranging instruction for First Aid Awards in conjunction with the Chief Training Officer. 


JAC Chair

Role Type: Voluntary

Member of: Junior Activities Committee

Reporting to: Current:  Board of Directors 

Role:  

a)        Member of Operations Group

b)         Chair and attend meetings of nominated committees

c)         Report to each Operations Group meeting on the conduct of their responsibilities

d)         Responsible for:

i)          Conduct and co-ordination of all matters relating to Junior Activities, (The Board has resolved to adopt the Document “Nipper Handbook 2014-15” (as amended) as the JAC Committee Rules.)

ii)         Provide for Junior Members, an education experience in a wide range of subjects and skills within the aquatic/marine environment

iii)        Prepare junior members (Nippers) for their transition to the marine and patrol environment of Surf Life Saving.


Membership Development Officer

Role Type: Voluntary

Member of: Membership Development Committee

Reporting to: Current:  Board of Directors 

Role:  

a)     is a member of the Operations Group

b)    will chair and attend meetings of nominated committees

c)     will report to each Operations Group meeting on the conduct of their responsibilities

is responsible for:

i)       the supervision of, and liaising with, members making the transition from Junior Activities Membership and/or for those new members joining the Club under the Cadet and Junior Membership categories;\

ii)    provide educational experiences in a wide range of subjects and skills for members within the cadet/junior ranks

iii)   assist with the enhancement of membership recruitment and retention through the various age levels

iv)   encourage involvement by all Club Cadetand Junior members in all areas of Club activities

v)    pursue issues and activities of benefit to cadets/youth

vi)   oversee all matters pertaining to the responsibilities and obligations of youth membership

vii) foster recognition of the important role youth plays within the Clubwhen required, acting as a representative of active members in relation to Club activities and grievances

 


Patrol Captain

Role Type: Voluntary

Member of: Membership Development Committee

Reporting to: Club Captain

Role:  

Must hold a Bronze Medallion and the requisite Silver Award

Responsible for:

a)        Public safety in the water and on the beach of the Patrol Area in accordance with SLSA / SLSQ / SSC Branch / Club directives

b)        Performing duties as authorised under State and Local Government ordnances; including liaison with Local Government officials as required

c)        Supervision / approval of all lifesaving activities in the Patrol Area; and in conjunction with SSC Branch officers and assets.

d)        The direction and leadership of their allotted patrol, including maintenance of operational and training standards; attendance; and dress and conduct of patrol members

e)        Personal development and skills qualification of patrol members; and encouragement to participate in Surf Sports

f)          Safe operation of all gear and equipment, and reporting deficiencies and damage.

g)         Liaison between patrol members and the Club Captain, and the Club generally

h)         Liaison with adjoining Surf Life Saving Club patrols and Council Lifeguards


President

Role Type: Voluntary

Member of: Current Board of Directors

Role:  

a)         Nominal head of the Club

b)         Chair of the Board, Executive and Operations Group meetings

c)         Ex-officio member of all Committees

d)         Club’s primary public spokesperson

e)        Presides at all meetings of the Club and shall exercise his authority by generally supervising the affairs of the Club in conjunction with the Executive and Operations Group;

f)         When presiding at a meeting:

i)          has both a deliberative and a casting vote

ii)         has unlimited authority on every question of order, only to what is equitable and just in the circumstances

g)         Club representative on the Branch, and as such:

(i)         attends all Branch Council Meetings as the elected Club representative

(ii)        acts as liaison between the Branch and the Club and fully and regularly reports to the Club in writing or in person on the Branch activities;

h)         Reports to each Board meeting on the conduct of their responsibilities


Secretary

Role Type: Voluntary

Member of: Current Board of Directors

Role:  

a)  is a member of the Board, Executive and Operations Group

b) will chair and attend meetings of nominated committees

c) will report to each Board meeting on the conduct of their responsibilities

d) Is responsible for:

i) keeping a register of all Members and an up-to-date record of their addresses and other required information, and shall file all Membership Application Forms whether or not the nominees have been accepted;

ii) forwarding notices of all meetings and the business to be transacted thereat to Members in accordance with the By-Laws;

iii) recording and keeping Minutes of all Annual, General, Special, Board, Executive Group and Club Committee Meetings;

iv) conduct the correspondence of the Club

v) the custody of all documents and instruments of Incorporation belonging to the Club and for the disposition thereof

vi) the drafting of the Annual Report to be submitted to the Board for approval before printing and circulation to all Members at least seven (7) days prior to the Annual General Meeting;

vii) keeping records of all patrol activities, patrol hours, rescues effected, patient treatments and other required statistics.

viii) Club social media co-ordination

ix) submission of honours and awards

x) conducting an annual review of the By-Laws


Treasurer

Role Type: Voluntary

Member of: Membership Finance Committee

Reporting To: Current Board of Directors

Role:  

a)         a member of the Board, Executive and Operations Group

b)         will chair and attend meetings of nominated committees

c)         will report to each Board meeting on the conduct of their responsibilities

d)         is responsible for:

i) receiving all monies on behalf of the Club and shall issue receipts for same, and shall be responsible to the Board for such monies. [All monies received on behalf of the Club shall be banked within four (4) days of receipt thereof and all payments over $100 shall be made by cheque];

ii) keeping the necessary financial records as required by the relevant Government Acts, [viz., a receipt book to acknowledge collections, a cheque book issued by the Club's bankers for the purposes of payments, and a Ledger to record income and expenditure].

iii) Monthly reconciliation of bank statements and preparation of management accounts

iv) ensuring that the annual audited financial statements, and associated statements and returns are submitted to SLSQ and/or the relevant Government Department, as and when required.


Chief Training Officer

Role Type: Voluntary

Member of: Life Saving Committee

Role:  

a)   Is a member of the Operations Group

b)  will chair and attend meetings of nominated committees

c)   will report to each Operations Group meeting on the conduct of their responsibilities

d)  is responsible for:

                        i.         preparing all Probationary Members for award examinations

                       ii.         prepare and implement a comprehensive plan for the maximum attainment of lifesaving awards by club members  

                     iii.         coordinate proficiency tests as required;

                     iv.         creating and maintaining the required Club training and examination records

                       v.         maintain an up-to-date knowledge of the latest methods of Surf Life Saving and the Training Manuals and impart such knowledge to all qualified Club Training Officers;

                     vi.         hold a current Training Officer’s Certificate


Club Captain

Role Type: Voluntary

Member of: Life Saving Committee

Reporting To: Current:  Board of Directors  

Role:  

a)   Is a member of the Operations Group

b)  will chair and attend meetings of nominated committees

c)   will report to each Operations Group meeting on the conduct of their responsibilities

d)  is responsible for:

               i.       The leadership, conduct and discipline of all Active Members in all Club matters,

              ii.       the general education of Members in Surf Life Saving;

            iii.       Arrangingpatrols

            iv.       Chairing of the Life Saving Committee

              v.       Liaison with Patrol Captains to promote the general efficiency of the Club in Surf Life Saving

            vi.       exercising the authority to approve or refuse the use of Club gear or property to any person;

           vii.       calling upon any members to perform such duties as deemed necessary in the interests of the Club;

may be assisted by a Vice-Captain who may exercise any of the Patrol Captain’s responsibilities
